The Impact of FREEDOM TOWNSHIP on Mason Dixon Downs

Freedom Township has been asked to approve a zoning change to allow a harness racing track, 1500 to 5000 slots casino with table games, restaurants and bar, and a separate hotel-conference center and restaurant. The property is 500 to700 acres at the corner of Rt. 15 and Emmitsburg Rd, directly off the Steinwehr Ave exit off Rt. 15. So far the Township is not making it easy.

The racino is authorized by a Bill passed over the 4th of July holiday in 2004. There is no vote on any casino in PA, but an old law allows Townships to hold a referendum on whether or not to allow a racetrack in the Township. Pa State Horse Racing Commission and the power to authorize casinos is with the PA Gaming Control Board. Freedom Residents met the requirements for a mandatory referendum.

Right now the proposed zoning change is being looked at by Freedom Township's Planning Commission. This is advisory only, as is the Adams County Planning Commission. On 6/7/17 the Freedom Planning Commission tabled the 3rd text amendment. At the request of Freedom residents, the Planners recommended that the township hold a referendum. The final decison within the Township is made by the Freedom Township Supervisors at their next meeting 6/14/17.

The public is welcome at Township meetings which have been moved to the Greenmount Fire Company because of the large (100+) number of interested people.  The next Supervisors meeting is JUNE 14 at 8PM.
